COVID-19 impact 

Since 2020, many countries have introduced visas for digital nomads due to the COVID-19 pandemic, which significantly reduced tourism income.

Advances in technology, like high-speed Internet and online collaboration tools, have further supported the rise of digital nomadism.

In the United States, the number of digital nomads increased by 131% from 2019 to 2022, reaching 17 million people. 

What is a digital nomad visa? 

A digital nomad visa (DNV) allows individuals to work in a country without needing a local employer. These visas offer more benefits than visitor visas and more flexibility than traditional work visas, making them ideal for remote workers.

These visas aim to boost the economy by encouraging spending and innovation, as many digital nomads work in tech or creative fields. They also prevent international remote workers from misusing short-term tourist visas

The COVID-19 pandemic hurt tourism in many places, prompting the creation of digital nomad visas. DNVs allow longer stays than regular tourist visas and often include immediate family members. However, working with local businesses is usually restricted, and applicants must meet certain financial requirements, which can vary.

Understanding digital nomads

Digital nomads use technology to work and live wherever they want. They blend work and travel, often working remotely. This group includes telecommuters, freelancers, and online entrepreneurs. 

Researchers have identified three types:

  1. Those who work remotely without much travel
  2. Those who travel often while maintaining a home base
  3. Those who live a completely nomadic lifestyle

Overall, digital nomads are self-employed individuals who can work from any location.

Digital nomads are a new type of workers who bring fresh ideas to various industries. They work online, often without a fixed office, and can travel while they work. They may work for themselves or have jobs that let them work from anywhere.

Young professionals who value freedom over traditional office jobs are often called digital nomads. They earn money from abroad, which sets them apart from typical migrants who work locally.

Over the last ten years, there's been a big increase in people working remotely and overseas. The United States has the highest number of digital nomads, nearly 17 million in 2022. Back in 2005, only 1.5 million Americans worked remotely, but by 2017, it jumped to 3.9 million, a 160% increase.

In 2022, 25 million Americans wanted to be digital nomads in the next few years, and another 48 million were also interested, which is a 12% rise since 2021.

Digital nomads work in various fields like programming, digital marketing, gaming, cryptocurrencies, coaching, writing, e-commerce, artificial intelligence, graphic design, and web development. Women in this group often work in creative areas, while men often work as software developers. 

Compared to those with traditional full-time jobs, regular digital nomads often save more money, typically ranging from $600 to $6,000 annually. They typically save by cutting commuting costs (such as car insurance, fuel, and parking fees), reducing expenses at restaurants, and spending less on childcare or pet care.

Additionally, digital nomads can increase their savings if they earn a salary in a strong currency while residing in a place with lower living costs.

Why people become digital nomads

Digital nomads have diverse motivations. Initial studies found that they tend to be young and skilled in modern fields like digital marketing, computer science, and engineering.

They see themselves as independent and free, often choosing this lifestyle for the sense of satisfaction it brings from being unrestricted.

In digital nomadism, "freedom" means three things:

  • First, it's about being free from traditional work setups.
  • Second, it's about having the freedom to travel anywhere.
  • Third, it's about combining these freedoms to grow personally and professionally. These aspects together lead to satisfaction for digital nomads.

When it comes to tourism, enjoying travel experiences is key for digital nomads, as the recreational side of nomadic living is crucial. However, it's debated whether digital nomads primarily aim to work or to enjoy leisure activities. Work and leisure are closely linked for them, and they anticipate finding satisfaction in their work.

Additionally, building communities and connecting with like-minded individuals hold importance for digital nomads, as they often don't fit into conventional social norms and seek communities that transcend national boundaries.

Choosing destinations by digital nomads

Digital nomads choose where to live and work by considering various factors like lifestyle and job opportunities in different countries.

They often rely on recommendations from fellow nomads and online reviews to decide where to go. Some blogs offer helpful advice and destination reviews. 

The United Nations Development Programme (UNDP) listed key factors for digital nomads when choosing a destination based on a project in Serbia. These include: 

  • Low living expenses
  • Good transportation
  • Affordable travel costs
  • Pleasant weather and air quality
  • Reliable Internet
  • Safety
  • Minimal bureaucracy and corruption
  • An active international community
  • Rich culture and architecture
  • Varied food options

The Internet speed plays a crucial role for digital nomads when choosing where to stay long-term. Places with better technology readiness can benefit from the increasing demand for travel and appeal to digital nomads, even in rural areas. 

For digital nomads, having a good Internet connection is essential for their work. A bad connection can lead to frustration and prompt nomads to move elsewhere. 
Therefore, a reliable Internet connection is one of the top priorities for digital nomads when picking a place to stay.

Without fast Internet, destinations struggle to attract or keep digital nomads. The Nomad List website offers detailed information about Internet speeds in different destinations that offer digital nomad visas.

Eligibility for digital nomad visas

Many places have started digital nomad visa programs due to the rising popularity of digital nomadism. These countries see the benefits of welcoming digital nomads, even if they don't work locally. 

Digital nomads can enjoy temporary tax breaks and contribute to the local economy by spending money. They often work in digital, creative, and innovative fields, which many countries want to attract talent in. 

Most of the destinations have similar requirements for their DNV programs. Generally, they ask that digital nomads have private health insurance and either work for themselves or for a company located outside the country they're visiting. However, there are some exceptions and rules to be aware of. 

For example, Aruba in the Netherlands Antilles offers visas to digital nomads from the United States and the Netherlands. In Bermuda and the Bahamas, even students not enrolled locally can apply for these visas. 

Cabo Verde's program is open to visitors from Europe, North America, CPLP, and CEDEAO. Canada's Short-Term Work Permit Exemption lets people work for Canadian companies. 

In Estonia and Spain, digital nomads can also work for local companies, with Spain allowing up to 20% of their income from a national company, as long as their trip is primarily for remote work, as stated in their application.

Latvia has a unique approach to who qualifies for DNVs. They only offer them to foreigners who work remotely for a company or business registered in an OECD country.

Visa duration

There is a generally consistent approach to visa durations across countries, although there are some exceptions. Typically, initial visa periods range from three to six months, with the possibility of extension or renewal afterward.

Canada offers the shortest stay, with the Short-Term Work Permit Exemption allowing up to 30 consecutive days. Morocco issues visas for three months. Aruba provides a six-month visa for Dutch nationals and a three-month visa for US citizens.

Portugal's Residency Nomad Visa initially lasts for 24 months, renewable for successive three-year periods, and can eventually be converted into a long-term residence permit. Their Temporary Nomad Visa is valid for up to 365 days but cannot be extended or converted.

Mexico grants six-month visas, with the option to apply for a temporary resident visa lasting up to four years for stays exceeding 180 days. Norway's Independent Contractor Visa is valid for two years, extendable up to six years. In Germany, the Freelancer Visa, issued by German Embassies, is initially valid for three months, during which applicants must travel to Germany and apply for a residence permit.

Visa application process 

Digital nomads usually like things to be easy, so governments are trying to make their systems for digital nomad visas online.

But some countries, such as Belize, Brazil, Cyprus, Czechia, Estonia, Germany, Grenada, Iceland, Mexico, Montenegro, and Spain, only accept paper applications. However, countries like Croatia, Greece, Latvia, and Romania allow both online and paper applications.

Visa processing times differ depending on the destination. Some places like Aruba, the Bahamas, Barbados, Belize, Greece, Mauritius, Montserrat, Morocco, Saint Lucia, and Taiwan Province of China can review visa applications in up to ten days.

However, countries like Czechia, Denmark, Ecuador, Malaysia, Norway, Portugal, and the United Arab Emirates may take anywhere from two to four months for processing.    

Visa fees

The application fee for a DNV varies greatly depending on the destination. Some places like Aruba, Georgia, and Mauritius have free visa applications. However, other destinations have high fees.

For instance, Anguilla and Barbados charge $2,000, while Antigua and Barbuda, Grenada, and the Cayman Islands charge nearly $1,500. Ecuador, Montserrat, Norway, and the United Arab Emirates charge between $500 and $600.

Minimum income requirements

Different destinations have varying criteria for minimum income levels. Many of these programs were established as part of efforts to boost tourism during the pandemic.

The idea is that digital nomads typically have a reliable income and strong purchasing power. In most places, applicants are required to have a monthly income ranging from $1,000 to $4,000. 

However, some destinations set higher standards. For example, Antigua and Barbuda, Barbados, and Dominica require an annual income of $50,000, while Belize, Iceland, Montserrat, Taiwan Province of China, and Thailand ask for around $70,000 per year.

The Cayman Islands have the highest income requirement, with applicants needing to demonstrate an annual income of nearly $100,000. Additionally, Indonesia requires a bank balance of $131,766, while Mexico asks for $57,320.

Alternatively, Anguilla, Argentina, the Bahamas, Curaçao, Morocco, and Saint Lucia do not require a minimum monthly income for visa applications. Albania, Aruba, and Bermuda do not specify the exact amount required. Seychelles requires applicants to submit bank statements.

Taxation

Even though visas and work permits for digital nomads are offered in many places, tax requirements for remote workers vary widely. Usually, after staying for 183 days, digital nomads become tax residents in the country they're staying in.

Several countries offer tax benefits for digital nomad visa holders. For example, Albania, Anguilla, Cabo Verde, Curaçao, Croatia, Dominica, Ecuador, Grenada, Malaysia, Malta, Mauritius, Portugal, and the United Arab Emirates provide tax exemption without specifying the duration. Antigua and Barbuda exempt DNV holders from taxes for two years, while Barbados and Latvia offer one year of tax relief.

In countries without a clear tax plan for digital nomads, whether you need to pay income tax depends on several factors, like local tax residency rules.

Also, some places have specific rules for taxing income from work, which could mean extra paperwork for employers.

For example, the Canadian Revenue Agency says non-resident employers must follow Canadian tax rules if their workers are doing their job in Canada.

In some situations, you might have to pay taxes in both the country where you live and the country where you work, which could mean paying taxes twice on the same income. To avoid this, it's important to see if there's a tax treaty between the two countries or if there are other ways to avoid double taxation.

For example, many European countries have agreements that decide which country has the right to tax your income. These agreements help to prevent double taxation. Almost every European country with

In Argentina, Aruba, the Bahamas, and Norway, DNV holders must pay taxes like everyone else, whether they're residents or not. In Czechia, digital nomads need to pay social taxes of $135 monthly. According to the German Government, digital nomads earning over $10,703 annually must pay income tax. In Mexico, income tax varies from 0% to 30% based on earnings.

Accommodation requirements

Certain places, like Portugal, Albania, Anguilla, Argentina, Canada, Germany, Greece, and others, need digital nomads to book accommodation beforehand for their whole stay.

Research indicates that digital nomads often use short-term rentals, particularly through platforms like Airbnb, for their accommodation needs. According to Airbnb's report for Q3 2022, long-term stays of 28 days or more made up 20% of total nights booked, which was similar to the figures from Q3 2021.

However, digital nomads in Serbia have noted that prices on Airbnb and booking.com are too high, making these platforms more suitable for short stays rather than long ones due to cost concerns.

As discussed, a growing number of countries are introducing exclusive regulations for digital nomads. Currently, about 60 countries have a ‘digital nomad visa’ or similar initiative that can be considered an alternative to the digital nomad visa.

Several other countries have also announced plans to introduce a digital nomad visa, in addition to similar visas already in place, but they have not yet officially launched it. The “In the Pipeline” section covers these destinations.

Portugal

Portugal nomad visa

In 2022, the Portugal digital nomad visa was introduced, offering a new option for foreign digital professionals who want to explore Portugal while working remotely. Here’s what you need to know about the visa, which is officially called a “residence visa for the exercise of professional activity provided remotely outside the national territory” and is a good alternative to the D7 visa, as the latter has stricter requirements and a more complicated procedure. As of October 29, 2023, the Serviço de Estrangeiros e Fronteiras (SEF), the Portuguese immigration and border service agency responsible for documenting foreigners, issuing residence permits and extending visas, is no longer in operation and has been replaced by a new entity.

The information below was provided by Portuguese authorities when SEF existed. At the time of writing (November 2023), no new change has been announced regarding the Portugal digital nomad visa. The Portugal digital nomad visa comes in two forms: 

  • Temporary stay visa: 12 months with multiple entries.
  • Long-term residency Visa: Initially 4 months, extendable to 2 years.

Income requirement:

  • Monthly income exceeding €3,040.

Eligibility criteria:

  • Age 18 or older.
  • Not a citizen of an EU/EEA country.
  • Contract for remote or freelance work.
  • Accommodation in Portugal.

Application process:

  • Assemble required documents (e.g., passport, bank statements, work contract).
  • Fill out the application form on the Portuguese Ministry of Foreign Affairs website.
  • Schedule and attend an appointment with a Portuguese consulate to submit the documents.
  • Pay the visa fee: €75 for temporary stay, €90 for long-term.
  • Travel to Portugal and attend an appointment with the new agency in charge of migration affairs (formerly SEF)  
  • Pay an additional fee of €170.
  • Residency card sent via postal mail.

  • Processing time: Up to 90 days.
  • It’s possible to include family members in a Portugal digital nomad visa.
  • Proof of higher income needed for family members: €254 per underage family member. €380 per adult family member.

Spain

Spain digital nomad visa, Madrid

The Spain digital nomad visa gives non-EU citizens the opportunity to live and work in Spain for up to five years. The visa, approved by parliament in November 2022, is part of the new Startup Act, which aims to attract entrepreneurial talent that can help bolster the country's fast-growing tech scene.

Duration: 

  • Initial validity is 12 months or the employment period if shorter.
  • Afterward, eligible for a three-year residency permit, renewable for two more years (up to five years).

Income requirement: 

  • €2,334 per month or €28,000 per year.

Eligibility criteria:

  • Open to non-EU nationals working remotely for non-Spanish companies.
  • Maximum of 20 % income from Spanish firms.
  • Available for both self-employed freelancers and remote workers employed by a company outside Spain.
  • Applicants must be from outside the European Economic Area and not have lived illegally in Spain in the five years prior.
  • Must demonstrate at least three years of work experience or relevant qualifications.
  • No criminal record in Spain or the country of residence for the past five years.
  • Proof of coverage from the country of origin. Difficult if the country has no social security agreement with Spain.

Application process:

  • Can apply through a consulate or embassy in the home country or within the first three months in Spain on a tourist visa.
  • Submit documentation including application form, passport copy, proof of payment, qualifications or work experience, proof of employment and income, proof of the company's existence, authorization letter from the employer, criminal record proof, and social security coverage proof.
  • Documents may need translation and must be signed by relevant officials.

Other considerations: 

  • Must not be absent from Spain for more than six months per year.

Czech republic

The Czech digital nomad visa is more commonly known as a long-term business visa for freelancers, allowing them to work and stay in the Czech Republic for a maximum of one year.

Here’s what you need to know about working as a digital nomad in the Czech Republic, including the application process, income requirements, and processing time:

Duration: 

  • Valid for six months to a year.
  • Renewal or extension is possible by extending the trading license.

Income requirement:

  • Must have around  €5,084 in the bank account as proof of financial means.

Eligibility criteria:

  • Must be older than 18 years.
  • Job must be flexible to allow work from anywhere.
  • Must have an online resume (similar to LinkedIn).
  • Requires a business plan and a website showcasing work and services.
  • A business card is necessary.

Application process:

  • Contact the nearest Czech embassy for a visa appointment.

  • Submit necessary documents at the Czech embassy, including a valid passport, application form, photos, bank statement, trade license, proof of accommodation, criminal record, and health insurance.
  • Attend an immigration interview at the embassy.
  • Wait for a response, with a processing time of 90 to 120 days.
  • Upon approval, enter the Czech Republic and register your stay within three days.
  • Visit the local trade office to submit the temporary license and stamp.
  • After five days, pick up the permanent trade license and start working.

Other considerations:

  • The immigration interview covers work intention, accommodation, reason for stay, and previous education. 
  • Citizens of more than 60 countries can enter the Czech Republic visa-free for short stays (usually up to 90 days within a 180-day period for tourism or business purposes), so you can test the waters before deciding to stay longer as a digital nomad. This includes:

  • Apply if your country of residence is not visa-free or visa-on-arrival for Indonesia or if you plan to stay for six months.
  • Certain countries are ineligible and must contact an embassy or consulate outside Indonesia.

  • Collect necessary documents (passport, photo, bank statements, return ticket, health-related documents).
  • Complete the online application on the government's official immigration website.
  • Pay the applicable visa fee upon submission.

Other considerations:

  • Proof of funds is not necessary if using a professional service for application.

The Philippines has joined the ranks of global destinations actively enticing digital nomads with the recent approval of the Digital Nomad Act on June 14, 2023.

Although comprehensive specifics are not presently available, the government has shared some information regarding the anticipated visa conditions.

The details outlined below will be officially confirmed upon the official implementation of the Philippines digital nomad visa.

Duration:

  • Initially valid for 12 months. Renewal possible for another 12 months (if criteria are met).

Income requirement:

  • Minimum income requirement expected, likely around $24,000 per year.

Eligibility criteria:

  • Remote workers with stable income from outside the Philippines.
  • Clean criminal record.
  • Full health insurance coverage for the visa duration.

Application process:

  • Initial applications likely via online visa portal.
  • Follow-up appointment at local embassy/consulate for document submission.

Other considerations:

  • Unclear if partners/dependents can accompany applicants.
  • Expected release date: Early 2024.
  • Estimated processing time: 2-3 months.
  • Cost: Not yet released, but a minimum potential fee of $250 (comparable to student visa fee).

India (Goa)

In December 2022, the Goa government began the process of introducing a digital nomad visa specifically for the state, which is different from the rest of India.

The initiative is part of the state's strategy to leverage digitization for economic expansion. Discussions have begun with various government agencies, including the Prime Minister’s Office and the Ministry of External Affairs, to launch a digital nomad visa program.

Taiwan

Taiwan is preparing to introduce a visa for digital nomads, which was originally planned for six months but has now been extended to allow stays of up to one year. Currently, freelancers and independent workers can stay in Taiwan for three months on a visa-free entry or tourist visa. This new program aims to attract highly skilled professionals from abroad to address the labor shortage.

Under the updated plan, digital nomads could stay for six month, with the option of a six-month extension. Taiwan also plans to collaborate with Japan and South Korea, allowing digital nomads to work in cities such as Osaka, Fukuoka, and selected areas in Taiwan. 

Taiwan will exclusively offer resources to support innovation and creativity for these professionals. The local governments in Hualien, Taitung, Tainan and Pingtung have expressed their interest in attracting digital nomads. After one year, qualified digital nomads can apply for an “Employment Gold Card” to work or start a business in Taiwan.
